The organisation of animal health delivery systems is a question of continuing concern for the OIE (World organisation for animal health). A chapter of the OIE Terrestrial Animal Health Code is dedicated to the evaluation of Veterinary Services and states that, “the quality of the Veterinary Services depends on a set of factors, which include fundamental principles of an ethical, organisational and technical nature. The Veterinary Services shall conform to these fundamental principles, regardless of the political, economic or social situation of their country.” In 2003, the OIE also published a special issue of the Scientific and Technical Review on “Veterinary Services: organisation, quality assurance, evaluation”. This current issue reviews recent developments in the delivery of animal health services in the developing world, in particular in the light of the major changes they have undergone over the last decades.
