Summary :Introduction
This Guidance Note is designed to assist authors in framing their contributions to the OIE Scientific and Technical Review on ‘Good governance and the financing of efficient Veterinary Services’. In particular, this Note lays out the proposed conceptual structure of this analysis and identifies some of the key messages of the Review. Given the extensive literature on what constitutes good governance, the Note suggests standard definitions for governance in the context of Veterinary Services as well as for the key concepts that are expected to underpin and inform the analysis. These suggestions are neither exhaustive nor intended to constrain authors, but rather to introduce sensible parameters to what might otherwise be a complex undertaking.
